the Race with the least amount of users and give it a PL bonus right off the bat. So, when a character picks that race, (Icer for example) instead of starting at 500 PL they start at a Higher Power Level.
Current Bonus Starting Power Level for Selected Races will be: 5,000 PL and start with 20 Skill Points instead of 5.
Race will be updated on this rule thread as the race counts change.
